Do anyone of you use a special effect filter for getting the sun-star effect or use some other technique. Please tell me how to create star-effect from the street lights and sun. Will narrow aperture alone help or need to worry about other settings?

A narrow aperture should do the trick. Why don’t you experiment with a few shots of your own and see what you feel. Sometimes it pays to try out things and learn hands on.
Apart from that, there are various filter and third party plugings in photoshop and lightroom that allow you to emulate that effect in post.

Read the manual of the camera and lens. Pointing towards the sun can burn your sensor too.
